In 2020 we were commissioned, in partnership with The University of Bristol, by the Welsh Government and South Wales Police and Crime Commissioner to conduct a review of services working with perpetrators of domestic abuse in Cardiff and the Vale of Glamorgan.
This study included a rapid review of European literature on the effectiveness of interventions with domestic abuse perpetrators, creating a context for this local review. Forty-four semi-structured interviews were conducted with key stakeholders, including from police, probation, social services, and criminal justice services working with domestic abuse perpetrators. We explored how these services collaborate and possibilities for improving collaboration. This included a brief review of multi-agency referral panels for high-harm perpetrators. To explore in more depth one of the key Welsh Government’s Violence against Women, Domestic Abuse and Sexual Violence (VAWDASV) perpetrator service standards – the use of motivational interviewing (MI) by staff – we also conducted an assessment of the MI skills of local staff.
